ZUGFeRD vs. XRechnung: A Practical Comparison
ZUGFeRD (Factur-X) or XRechnung? Compare use cases, advantages and disadvantages to choose the right e-invoice format for your SME.
Anyone who deals with e-invoices in Germany will quickly come across two terms: ZUGFeRD and XRechnung. Both formats are based on the European standard EN 16931 - but they are not interchangeable. Choosing the wrong format costs time: invoices are rejected, payments are delayed, and accounting has to be improved manually.
This article explains the most important differences between ZUGFeRD and XRechnung, when which format makes sense and how to incorporate both into your process. You can find more detailed information on our pages on ZUGFeRD, XRechnung and E-Invoicing.
Common base: EN 16931
Before we look at the differences, the common denominator:
Both formats implement the European standard EN 16931 for electronic invoices. This means: Mandatory information, structure of invoice data and semantic rules are harmonized. A compliant format enables automatic processing - capture in ERP, workflow approval, payment reconciliation.
What EN 16931 does not specify
- Whether the invoice is available as pure XML or as a hybrid (PDF + XML).
- The specific transmission method (email, Peppol, portal)
- National peculiarities such as the Leitweg-ID in Germany
These details regulate the national profiles: XRechnung for the public sector, ZUGFeRD (or Factur-X international) for the often mixed B2B everyday life.
ZUGFeRD: Hybrid of PDF and XML
ZUGFeRD (Central User Guide of the Electronic Invoice Forum Germany) combines a human-readable PDF invoice with embedded XML data. The recipient can read and print the invoice as usual; at the same time, the accounting software can extract the structured data.
Profiles of ZUGFeRD
| Profile | XML share | Typical use |
|---|
| MINIMUM | Basic data | easy automation |
| BASIC WL | expanded | B2B with moderate detail |
| EN 16931 (COMFORT) | completely according to standard | Standard B2B |
| EXTENDED | Additional fields | complex supply chains |
In practice, the profile EN 16931 (previously often called “COMFORT”) is the relevant middle ground for many companies: completely compliant with standards, without excessive complexity.
Advantages of ZUGFeRD
- Familiar Look – PDF remains the primary view for people
- Good transition from PDF invoices to e-invoices
- B2B suitable – many trading partners accept ZUGFeRD
- Archive friendly - a file with display and structure
Disadvantages of ZUGFeRD
- Larger files than pure XML
- Not all systems read the embedded XML reliably
- For some public clients, XRechnung is expressly required – ZUGFeRD alone is not enough

XRechnung: Pure XML for the public sector
The XRechnung is Germany's standard for invoices to public clients. It consists of CII-XML without PDF cover. There is no “nice view” in the file itself – it is displayed in the portal or after import into specialist software.
Features of the XRechnung
| Feature | Expression |
|---|
| File format | XML (CII) |
| Readability for humans | only with viewer/software |
| Leitweg-ID | Duty to authorities |
| Transmission | Portals, Peppol – rarely email |
| Target group | Federal, state, local authorities |
Advantages of XRechnung
- Clear requirement for the public sector
- Lean files, direct machine processing
- High validation through official Schematron rules
- Unified process across entry platforms
Disadvantages of XRechnung
- Difficult to “read” for end users without specialist software
- Overkill for many private B2B relationships
- Higher entry into portal registration and Leitweg-ID

Direct comparison: ZUGFeRD vs XRechnung
| criterion | ZUGFeRD | XRechnung |
|---|
| File Type | PDF + embedded XML | pure XML |
| EN 16931 | yes (depending on profile) | yes |
| Human readable | yes (PDF) | no |
| Public sector | often not sufficient | Default |
| B2B private sector | very common | rare |
| Leitweg-ID | not typical | Duty to authorities |
| Email sending | possible | unusual |
| International variant | Factur-X | national DE |
This table is the practical core of the decision: recipient and specifications determine the format - not personal preference.
When ZUGFeRD, when XRechnung?
Select ZUGFeRD if...
- Your customer is a private company and accepts ZUGFeRD or EN-16931-PDF
- You can switch from PDF invoices step by step to e-invoices
- Recipients want a readable invoice and structured data in one file
- No government Leitweg-ID is required
Select XRechnung if...
- The recipient is a public body (federal, state, municipal)
- XRechnung is mentioned in the contract or in the tender documents
- The bill should run via ZRE, OZG-RE or Peppol with XRechnung profile
- pure XML processing without PDF is required
If in doubt, ask the recipient - a minute's inquiry saves days of rework.
Factur-X and international perspective
Internationally, Factur-X is the counterpart to ZUGFeRD (France/Germany). Technically similar: PDF/A-3 with embedded XML. Anyone who exports or works with foreign partners should clarify whether Factur-X, ZUGFeRD or UBL is required.
XRechnung, on the other hand, is strongly national focused on the German public sector - with special features such as the Leitweg-ID.
Technical implementation in practice
With invoice software
Modern invoicing software can often generate both formats - from the same master data:
- Enter invoice as usual
- Select format: ZUGFeRD or XRechnung
- Run validation
- Export or shipping

Manual or semi-automatic ways
Smaller businesses should not rely on free online converters permanently. Error rates and lack of archiving are risky. Better: a fixed tool with an audit trail.
Validation is mandatory – for both formats
| Format | Validation |
|---|
| ZUGFeRD | PDF structure + XML profile |
| XRechnung | CII schema + XRechnung schematron |
Before the first live dispatch: Test invoice to internal recipient or test portal.
E-invoicing requirement 2026: Which format affects you?
From 2026 (with transition periods), the B2B e-invoicing requirement will gain in importance. Basically, EN-16931-compliant formats are required - in practice often ZUGFeRD in B2B and XRechnung for authorities.
The exact obligations depend on the size of the company, role and timing. Have legally checked which deadlines and exceptions apply to your business. Our article E-Invoicing Mandatory 2026 and the page E-Invoicing provide guidance.
Typical scenario for SMEs
- To authorities: XRechnung with Leitweg-ID
- To Business Customers: ZUGFeRD (EN-16931 profile)
- To consumers: still often PDF or paper – B2B e-invoicing requirements generally do not affect private customers
Migration: From PDF to structured invoice
Many companies start with PDF and don’t want to change “everything at once”. A sensible path:
Phase 1: PDF with clean data
Uniform templates, correct tax statements, consistent invoice numbers – the basis for every next step.
Phase 2: ZUGFeRD for B2B
Switch key business customers to ZUGFeRD; Get feedback from their accounting department.
Phase 3: XRechnung for public clients
Leitweg-ID, portal access, validation - see Create XRechnung: Instructions.
Phase 4: Consistent software
Quotes, invoices, customers, formats in one system - e.g. B. with Quotavo as invoicing software.
Common misunderstandings
“ZUGFeRD is always an e-invoice.”
Only in suitable profiles and with correctly embedded XML. A PDF with any attachment is not automatically ZUGFeRD.
“XRechnung I can send via email.”
Technically possible, practically often not accepted. Authorities expect portal or Peppol.
“I just need a format.”
Many suppliers need both: XRechnung for the government, ZUGFeRD for B2B.
“PDF will no longer be sufficient from 2026.”
structured formats are relevant for B2B obligations - a simple PDF typically does not meet the requirements. seek legal advice for details.

Decision support in 5 questions
Answer these questions for each new billing relationship:
- Is the recipient a public body? → tends to XRechnung
- Does the recipient specifically request a format in the contract? → this format
- Should the invoice be sent by email with human readability? → rather ZUGFeRD
- Does processing take place via Peppol with profile information? → Note profile
- Do both sides use automatic accounting? → EN-16931 compliant format (ZUGFeRD or XRechnung)
Conclusion
ZUGFeRD and XRechnung are not competitors, but rather tools for different receivers. ZUGFeRD combines PDF convenience with structured data – ideal for many B2B situations. XRechnung is the clear standard for invoices to the public sector in Germany - with Leitweg-ID and portal logic.
Anyone who masters both formats and displays them in a consistent invoicing software is equally well positioned for authorities and business customers.
